State Head- West Bangal
Job Location: Kolkata
To lead and expand the organization’s programmes across Indian States by building strategic partnerships with government bodies, donors, and non-profit organizations. The State Head is responsible for developing the programme portfolio, strengthening Transform’s profile at the regional and state level, ensuring high-quality programme implementation, and driving advocacy efforts in education.
Key Responsibilities
1. Partnerships for Programme & Network Development
- Pursue new and manage existing partnerships with governments, donors, thought forums, and civil society organizations.
- Lead the review, revision, and finalization of programme resources aligned with organizational standards and State government guidelines.
- Design and finalize capacity-building frameworks and resources for training key stakeholders, including internal teams and implementation partners.
- Collaborate with the Deputy Director – Quality Assurance and Impact (QI) to support the State government in establishing monitoring frameworks, indicators, and reporting protocols.
- Anchor thought leadership initiatives through dissemination events, promoting learnings and replication.
- Strategize and plan the rollout of ALT, PARity, FSLP, and other whole-school programmes across districts and schools, ensuring adherence to quality standards.
2. Programme Implementation, Technology Integration & Quality Management
- Lead the implementation and tracking of programmes across States, integrating technology systems and embedding initiatives within governance processes.
- Build and lead a high-performing internal team, focusing on data-driven management, government liaison, and outcome-based execution.
- Identify, manage, and monitor consultants involved in programme execution per agreed terms.
- Oversee the distribution of training and learning materials for effective school-level implementation.
- Plan and deliver capacity-building initiatives for government officials, master trainers, head teachers, and educators.
- Review programme progress through data and MIS, analyse trends, and provide feedback to the Deputy Director – QI for informed decision-making.
- Ensure smooth operation and delivery of programmes through District Education Excellence Centres.
3. Programme Monitoring, Quality Assurance & Reporting
- Establish and agree upon programme monitoring and outcome frameworks with State governments to measure implementation quality and impact.
- Share regular progress reports (programmatic and financial) and highlight key quality concerns on a monthly and quarterly basis.
- Ensure that monitoring insights are translated into strategic actions and advocacy inputs for continuous improvement.
Essential Requirements
- Education: Master’s degree in Education, Management, International Development, or Social Sciences.
- Experience: Minimum 5 years managing large-scale or state-wide programmes and grants in education or other human capability-building sectors, preferably in government partnerships.
- Technical Knowledge:
- Education management, pedagogy, in-service and pre-service training, student learning assessments, and quality improvement strategies.
- Experience in developing educational resources, training content, and research papers.
- Experience in technology-enabled programme scaling and adoption projects.
- Proven ability to engage effectively with government agencies, donors, NGOs, and community leaders on advocacy initiatives.
- Strong experience in managing government partnerships and programme coordination.
- Technical expertise in STEM or Languages preferred.
- Excellent skills in project management, training, writing, public speaking, and data analysis.
- Proficiency in Microsoft Office and relevant rendering tools.
- Strong leadership and innovation abilities with proven team management experience.
- Exceptional organizational and planning skills with the ability to work under pressure and meet deadlines.
- Willingness to travel up to 30% to focus blocks and districts within the State.
