Executive Director, Ease of Doing Business

Department: Ease of Doing Business (EoDB)

To lead the Ease of Doing Business (EoDB) agenda by driving policy advocacy, regulatory reforms, and implementation partnerships with central and state governments. The role involves shaping strategic inputs to improve India’s business climate, simplify compliance processes, enhance regulatory predictability, and foster industry–government collaboration. The incumbent will oversee the financial and operational management of the EoDB vertical and guide the team in executing national and state-level reform initiatives.

Key Responsibilities & Performance Indicators:

Policy Development & Advocacy

  • Develop actionable recommendations for improving India’s EoDB ranking and overall business environment.
  • Draft policy submissions and recommendations for central and state governments.
  • Engage with DPIIT, NITI Aayog, and other ministries, as well as state governments, to advocate organizational recommendations.

Government & Institutional Engagement

  • Partner with state governments to monitor reform progress and offer capacity-building support.
  • Coordinate with task forces and working groups on EoDB and related areas.

Research, Surveys & Reports

  • Oversee the organization’s EoDB content generation, including surveys, studies, and analytical reports.
  • Ensure all outputs feature high-quality data analysis and actionable insights for policymakers and industry stakeholders.

Leadership & Operations

  • Ensure efficient team operations and budget utilization while aligning deliverables with organizational objectives.
  • Mentor and guide staff to maintain productivity and professional excellence.

Positioning & Thought Leadership

  • Position the organization as a key knowledge partner on business reforms and competitiveness.
  • Lead policy dialogues, workshops, and thought leadership papers on regulatory and business environment reforms.

Qualifications:

  • Ph.D. or M.Phil in Economics, Public Policy, or related disciplines (preferred).
  • 23+ years of experience in government (economic or regulatory ministries), multilateral institutions, industry associations, or research organizations working on business reforms or regulatory frameworks.

  • Proven experience in policy advocacy and stakeholder management.
  • Excellent analytical, drafting, and negotiation skills.
  • Demonstrated ability to lead teams and manage multi-dimensional programs.
  • Strong communication and coordination capabilities.
  • High degree of initiative, professionalism, and ability to collaborate across institutions.
  • Ability to perform effectively in a fast-paced environment.
